DESCRIPTION:We are living in a more and more dangerous world. The war in Ukraine is a disaster for the people there and effectively pits two nuclear armed great powers against each other. It could escalate at any time and is already causing economic chaos. Meanwhile\, the US is ramping up the pressure on China\, with full support from the British government and other NATO allies. \n\n\n\nAll this is raising tensions around the world\, and in the middle of the worst attacks on living standards since the 1930s they want us to pay for this new militarism. Both Tory leadership candidates are committed to increasing defence spending to 3% of GDP – way above the European average. \n\n\n\nWe have called this conference because we believe that it is always working people who are the first victims of war and that the record sums being spent on arms and the military should be redirected to public services\, to the NHS\, social care and our crumbling schools. We believe that the slogan ‘cut warfare not welfare’ should be taken up by the whole of the trade union movement. \n\n\n\nThe conference is open to all trade unionists. We urge you to register but also to spread the word in your branches and trades councils.

The Commission presented its report in 1982\, at the height of the Cold War\, and the Commission developed the concept of Common Security – the idea that nations and populations can only feel safe when their counterparts feel safe. \n\n\n\nThe new Common Security 2022 report – published by the International Trade Union Confederation (ITUC)\, the International Peace Bureau (IPB) and the Olof Palme International Center – comes at a time when the international order faces severe challenges. The world stands at a crossroads. DESCRIPTION:As part of The Festival of Debate\, this event explores the impacts of the military on the environment and climate change\, and the urgent need to re-think security. It is a chance to hear first-hand about the effects of nuclear colonialism on people in the global south. \n\n\n\nLeona Morgan from New Mexico will speak about the effects of uranium mining and the dumping of waste on her people and their land. \n\n\n\nMatt Fawcett from Global Campaign on Military Spending UK will speak on the costs of military spending – both financial and environmental\, how emissions from the military (7% of all carbon emissions) are largely excluded from carbon reporting and target-setting\, the huge discrepancy between what is spent globally on the military (£1\,982bn in 2020) and climate finance (£79.6bn in 2020)\, and the need to move money away from excessive military budgets to meet real human need.

DESCRIPTION:This is the big one. The latest SIPRI global military spending figures are out\, showing two shocking firsts for military spending; global spending Exceeded $2 trillion (US) and UK spent over £50bn. This is our opportunity to highlight the dangers of runaway military spending and the opportunity costs of diverting public resource from public health\, common security and the climate crisis. \n\n\n\nKey messages:\n\n\n\nSIPRI has estimated global military expenditure last year was at least $2\,113 billion (US)\, the first time it has exceeded $2 trillion (US): an average of more than $5.78 billion (US) every day. This comprised a 6.1% nominal increase since 2020 (0.7% when adjusted for inflation). \n\n\n\nUK spending  \n\n\n\nIn current cash terms the UK rise in military spending for 2021 was in double digits – passing £50bn for the first time. Even adjusted for current rampant inflation and exchange rate change – real terms spending increased by 3% in 2021 despite the continued impact of pandemic.Per person\, the UK spends more than double the EU average on it’s military at over $1\,000 for every child\, woman & man in the country. How much did the UK spend on weaponry for your family last year? For every £1 spent on reducing UK carbon emissions we spend £7.45 on the military. Our military burden is holding us back from tackling the real threats we face.\n\n\n\nUkraine \n\n\n\nMilitary spending as deterrence has dramatically failed. NATO spending in 2021 was 55% of all arms spending and 18 times that of Russia\, but did nothing to deter Putin’s aggression. Recent military spending increases by NATO countries\, while framed as ‘taking tough action’\, will do nothing to aid the suffering of the Ukrainian people\, they will only further stoke arms industry profits.Ukraine is asking for a global embargo of Russian fossil fuels – with a fraction of our current arms expenditure we could make that happen now\, via investments in energy efficiency and rapidly deployable renewable energy. In the UK Greenpeace has called for a £10bn emergency fund this year to cut all Russian fossil fuels while combating UK fuel poverty and the climate crisis.\n\n\n\nTiming\n\n\n\nWhile we’ll be sharing content and media stories about the SIPRI from 8am\, save something for the massive global push at mid-day UK time\, when we’ll try to get a trending topic in political channels. \n\n\n\nHashtags \n\n\n\nWe recommend using only two hashtags per post on Twitter\, on Facebook and Instagram you can be more liberal. The webinar will be held on 22nd April\, as part of the International Peace Bureau’s 2022 Global Days on Military Spending (GDAMS). \n\n\n\nWhat does Russia’s unprovoked invasion of Ukraine mean for global military preparedness and spending? Should countries increase their military spending\, or build worldwide sustainable security by honouring their commitments to general and complete disarmament? \n\n\n\nThe SCRAP Weapons webinar will outline practical proposals for realising disarmament commitments. It will introduce SCRAP Weapons’ Framework for a Treaty on General and Complete Disarmament\, and detail the Global Weapons Tracking Service– a portal to organisations tracking weapons\, weapon uses and other threats to human security\, designed to contribute to transparency about global patterns of proliferation and disarmament. \n\n\n\nSuch considerations are needed now more than ever. In these unprecedented times\, the world has been horrified by the levels of violence inflicted against Ukraine\, along with Russia’s statements about nuclear\, chemical and biological weapons. SUMMARY:GDAMS demonstration at NSA Menwith Hill Spy Base
DESCRIPTION:On 12th April Bradford CND will join the regular gate-side demonstration by Menwith Hill Accountability Campaign as part of the Global Days of Action on Military Spending month of protest. Menwith Hill is a US NSA spy base on the Yorkshire Moors which operates without UK parliamentary oversight. The US maintains over 1\,000 foreign military bases around the world\, operating largely outside of the control of their host nations\, the most recent expansion of US/NATO military forces has been in bases across Asia and Africa. The US spends more on it’s military than the next twelve highest spenders combined and via NATO pushes European countries to follow it’s unsustainable example. \n\n\n\nMenwith Hill is the largest intelligence-gathering\, interception and surveillance base outside the US. It has many roles which are generally for US interests only (diplomatic\, military and economic) – being the hub of the ECHELON global surveillance system (Wikipedia). Menwith Hill featured heavily in Edward Snowden’s release of top secret documents which revealed the extent of the intelligence gathering and surveillance on us all by the NSA/CIA (with the help of GCHQ).

SUMMARY:Europe Against the Cold War!
DESCRIPTION:The US administration is attempting to draw Europe into its cold war against China \n\n\n\nThe most recent summits of both the G7 and NATO in June 2021 unfortunately saw a number European governments accede to the new cold war agenda advanced by US President Joe Biden. The NATO Summit’s communiqué identified China’s rise as a “systemic challenge” and a security threat to the Western military alliance. \n\n\n\nThe announcement in September that Britain has formed a new anti-China military alliance alongside Australia and the US – AUKUS – represents a further serious escalation of this new cold war against China. This year has also witnessed Britain\, France and Germany engaging in provocative and aggressive military gestures by sending warships to the South China Sea. \n\n\n\nMeanwhile the US has also been attempting to prevent the signing of the EU-China Comprehensive Agreement on Investment\, a major agreement to strengthen economic cooperation between the EU and China. \n\n\n\nThis new cold war against China is not only against the interests of the people of China\, it is also against the interests of the people of Europe. \n\n\n\nAs the new cold war heats up\, China is being increasingly demonised in the mainstream media in both the US and Europe\, leading to an alarming rise in anti-China racism and hate crimes directed against people of East and South-East Asian heritage. \n\n\n\nOn the economic front\, for Europe to join in with the US administration’s offensive against China\, which is designed to hold back China’s economic development\, would be an act of economic self-harm. China is already a major trading partner of most European countries. Any country that follows Washington’s cold war approach will suffer economic damage – losing jobs\, trade\, investment and access to advanced technologies. \n\n\n\nInstead of adopting such cold war positions\, what is required is international cooperation to tackle the real threats and problems facing all of humanity. These include defeating the on-going Covid19 pandemic\, building an economic recovery and taking the urgent action needed to stop impending climate breakdown. This has been the trend between 2019 to 2020 and over the decade of 2011-2020. As capacities for war continue to grow\, so does the collateral damage to people and infrastructure. The proportion of funds going to humanitarian and development aid initiatives focused on the ‘clean up’ in the aftermath of conflict is growing. This has created an illogical paradox of decisions made by States and is a form of collective self-harm. When put into a tangible context\, one year of the global military budget equates to 700 years of the UN’s standard budget (RCW). If only this absurd parity of figures was hypothetical however it is very much reality and is showing no sign of reversing. The populations of the Asia region are especially vulnerable to harm from the impacts of expanding militaries and weaponry advancement for many reasons. This webinar aims to take a closer look at what those reasons and help us to understand the status quo of the world we live in as well as the world we want to live in. The webinar’s panel will aim to answer the below questions: \n\n\n\nWhat does this trend on military spending indicate?What are the factors and considerations that bring about these trends\, are these trends interrelated ?What and how do these factors impact the lives of peoples and the planet?Would the resurgence of authoritarian regimes in the Global South or strengthening bilateral security alliances contribute to their further weaponization?What are the challenges to the peoples’ movements to affect government policies in bringing down the increasing military spendings and to re-allocating the sums thus saved for promoting genuine peace and social justice? It plans to build 80 new nuclear warheads while continuing to supply arms to Saudi Arabia and cutting aid to Yemen by half. Globally\, military spending is over $1.8 Trillion\, while $1.2 Trillion is needed to ensure we reach net zero greenhouse gas emissions. And wealthy nations\, who also spend the most on weapons\, are failing to commit the funds needed to ensure that people in the poorest countries receive COVID19 vaccinations. \n\n\n\nIsn’t it time to cut funding to the military and prioritize human security and a future for life on earth instead? With the UK hosting COP26 in Glasgow in November\, shouldn’t the UK lead the way to a shift from the failed model of military security toward real human security and a just green recovery from COVID and the climate and ecological crises? \n\n\n\nResponse: Prof Jenny Pearce\n\n\n\nRethinking Security as a Means to Reduce not Reproduce Violence \n\n\n\nIn her monograph Politics without Violence? Jenny Pearce asks: “As climate change differentially impacts on the globe\, will violence be the way the privileged protect themselves from the human struggle that climate change will mean?” Indeed\, while recognising the common global threat to security posed by climate change\, in “Global Britain”\, the Integrated Review of Security\, Defense and Foreign Policy\, with its increases in military spending and push toward greater force projection\, we are already seeing this. Professor Pearce will speak on how peace building is impeded by a focus on militarist solutions to security\, with specific reference to Central America\, particularly Columbia.

SUMMARY:International Day of Action against Foreign Military Bases: Menwith Hill
DESCRIPTION:On 30th April as a part of the GCOMS called International Day of Action against Foreign Military Bases\, there will be a protest outside the US spy-base at Menwith Hill organised by Menwith Hill Accountability Campaign and Yorkshire CND. There are now over 1\,000 bases foreign bases around the world\, operating largely outside of the control of their host nations. In response to recent expansion of US/NATO military forces in bases across Asia and Africa\, this day of action was called to show solidarity and opposition around the world.\n\nPracticalities\nDue to the ongoing health crisis this will be a socially distanced protest\, with a couple of different options for walks around the base. We are not able to provide toilet facilities or refreshments on this occasion so we ask that everyone bears this in mind and brings what they will need for the afternoon.\nMenwith Hill is the largest intelligence-gathering\, interception and surveillance base outside the US. It has many roles which are generally for US interests only (diplomatic\, military and economic) – being the hub of the ECHELON global surveillance system (Wikipedia). Menwith Hill featured heavily in Edward Snowden’s release of top secret documents which revealed the extent of the intelligence gathering and surveillance on us all by the NSA/CIA (with the help of GCHQ).
